Charter The Council of Rectors

  CHARTER Regional public organization "The Council of Rectors of St. Petersburg."
Adopted at the General Meeting of December 5, 2007.

   I. GENERAL PROVISIONS.

  1.1. Regional public organization "The Council of Rectors of St. Petersburg" (hereinafter - Council), formerly known as the "Council of Rectors of Saint-Petersburg", recorded when creating the Department of Justice of St. Petersburg 07.04.1992 № 690 (The Office of the Ministry for Taxes and Duties in St. Petersburg 10.12.2002 was granted primary state registration number 1027800011690), is a member-based non-profit voluntary self-association of regional public - a public organization, initiated by the Rectors' (managers) of higher educational institutions of St. Petersburg, joined together to protect common interests and goals identified by this Charter. The Council does not pursue its activities in the political objectives, not adjacent to the political parties and other political associations.

  1.2. The Board operates in accordance with the Constitution of the Russian Federation, the Civil Code of the Russian Federation, Federal Law "On Noncommercial Organizations", Federal Law "On Public Associations", other normative acts of the Russian Federation and this Charter.

  1.3. Its activities of the Council is guided by the principles of legality, transparency, autonomy, self-financing and the principles of voluntariness and equality of its members.

  1.4. The Council is a legal entity has ownership and other rights in respect of separate property on its own balance sheet, is responsible for its obligations to the property, may have current and other accounts, including foreign exchange, banks and other lending institutions on the territory of the Russian Federation, incur obligations, sue and be sued in court. Board members shall not be liable for obligations of the Council, the Council is not responsible for the obligations of its members.

  1.5. Term of the Board is not limited.

  1.6. The Council has a stamp, stamps, letterhead, logo, and other means of individualization of a legal entity.

  1.7. The full name of the Council in Russian - Regional public organization "The Council of Rectors of St. Petersburg." In accordance with the laws of the Russian Federation Council has the exclusive right to use its name.

  1.8. The territorial scope of the Council - St. Petersburg.

  1.9. Location of the permanent governing body of the Council - 191186, St. Petersburg, Bolshaya Morskaya, 18, office 314.

 

   II. MAIN GOALS AND OBJECTIVES OF THE COUNCIL.

 

  2.1. The main objectives of the Council are to consolidate the efforts and coordination interaction of Rectors of higher education institutions of St. Petersburg with the following areas:
      2.1.1. Development of higher and postgraduate education of the Russian Federation, the transformation of the public sphere in real productive force, what promote a sustainable, innovation-oriented, social state, the formation of an economy based on knowledge;
      2.1.2. Saving and development of traditions and the basic principles of the national education system - the quality, accessibility, academic freedom;
      2.1.3. Developing and strengthening links with national, foreign and international educational, scientific and cultural organizations and institutions for the dissemination of fundamental knowledge, share the achievements and advanced technologies, cultural values, development of a global scientific, educational, humanitarian space as one of the most important conditions for rapprochement of peoples and mutual enrichment national cultures;
      2.1.4. Improving the social protection of students and educators, and strengthening social and legal status of the rector's community, increasing its credibility;
      2.1.5. The development of social partnership institutions of higher education, other educational institutions, government agencies, academic institutions, business communityand trade union organizations and other institutions of research and education community;
      2.1.6. Promote the practical implementation of educational, research, innovation, cultural and other national programs and priority projects;
      2.1.7. Promote the practical implementation of programs integrating education with research and innovation-oriented industrial activity, development of basic and applied research in universities;
      2.1.8. Improving the regulatory framework governing relations in the field of education and science.

 

  2.2. The subject of the Council are:
      2.2.1. Preparation and submission to the legislative (representative) and executive state bodies and other organizations of proposals for legal regulation, scientific and methodological, organizational, financial, personnel and logistical support of the education system;
      2.2.2. Meetings, conferences, seminars, roundtables and other forms of collective organization, discuss topical issues affecting the education and science;
      2.2.3. The organization of public examination of draft laws, national programs and projects in education and science;
      2.2.4. Data collection, research, analysis and dissemination of information relating to the sphere of higher and postgraduate education in St. Petersburg, Russian Federation and abroad;
      2.2.5. Development and preparation of scientific, analytical, methodical and reference documents relating to the development of education and improvement of teaching and educational process;
      2.2.6. Providing members of the Council reference information and professional consultation on matters related to the activities of the Council;
      2.2.7. Cooperation with federal and regional legislative (representative) and executive authorities, representatives of commercial structures, scientific, educational, labor, youth, women, veterans' organizations and other civil society institutions;
      2.2.8. Coordination of activities of educational institutions on the development of higher and postgraduate education;
      2.2.9. Compilation and dissemination good practice to the educational process, research, training of the teaching staff and other personnel;
      2.2.10. Social support and protection of members of university groups, as well as the growing impact of higher education in the socio-economic and cultural development of regions;
      2.2.11. Promote the establishment of various forms of professional development of teachers, more efficient use of their creative and scientific capabilities;
      2.2.12. The spread of advanced forms of research and development of inter-university cooperation and collaboration;
      2.2.13. Contribute to improving housing and living conditions, medical provide students and higher school teachers of St. Petersburg, strengthen and develop of the interuniversity training and material base, facilities of educational and methodical, scientific research, housing- domestic purpose of higher education institutions of the city.
      2.2.14. Representation and protection of civil, social-economic, professional rights and freedoms of members of the Council, as well as other employees of higher education;
      2.2.15. Advising companies, institutions, organizations and citizens on issues of higher education;
      2.2.16. Implementation of public control over observance of the Russian and regional legislation by state and local authorities.
      2.2.17. The implementation of the development of measures to implement the higher educational institutions of St. Petersburg of the Russian Federation laws, decrees of the Russian Federation, normative legal acts of the Russian Ministry of Higher Education.
      2.2.18. In the established by current legislation involved in conducting audits of institutions of higher education St. Petersburg;
      2.2.19. Сoordinate the activities of institutions of higher education to disseminate knowledge among the population, professional orientation and work with talented youth;
      2.2.20. Interaction with foreign and international educational, scientific and cultural organizations and institutions;
      2.2.21. Publishing;
      2.2.22. Organization of conferences, exhibitions, symposiums, manufacturing and distribution of printed and other promotional materials to promote the activities of the Council, as well as full coverage of problems of higher education in St. Petersburg;
      2.2.23. Conduct different social science research in the field of education and science, informing citizens about their results, other public associations, governmental bodies and local authorities;
      2.2.24. Institution at their own expense scholarships, bonuses and awards undergraduate and postgraduate students and employees of universities of St. Petersburg, made ​​a significant contribution to improving higher education in St. Petersburg;
      2.2.25. Reconciliation lists of candidates for scholarships of President of Russian Federation and the Government of the Russian Federation between universities in the region;
      2.2.26. Submission (initiation of representation) for state awards and honorary ranks of employees Educational, Scientific and Cultural Organization in accordance with the legislation of the Russian Federation;
      2.2.27. Promotion of mobility of students and scientific pedagogical workers, to promote the integration of universities and scientific institutes in the field of training, retraining and training specialists and research;
      2.2.28. Promotion strengthen links universities of St. Petersburg with the commercial and nonprofit organizations for practical training of students, employment of graduates;

      2.2.30. Promotion social status of rectors and other categories of managers of higher education institutions;
      2.2.31. Participate in the licensing and certification of higher educational institutions and institutions of additional professional education on behalf of the Russian Ministry of Education.

 

  III. RIGHTS AND DUTIES OF THE BOARD

 

  3.1. For achieve the statutory goals and posed problems in accordance with the laws of the Russian Federation Council has the right to:
      3.1.1. Free to disseminate information about its activities;
      3.1.2. Participate in decisions state authorities and local authorities in the order and to the extent permitted by law;
      3.1.3. To establish mass media and engage in publishing activities;
      3.1.4. To represent and protect the lawful rights and interests of its members, as well as other citizens in government, local government and community groups;
      3.1.5. Implement in full the powers provided by the laws on public associations;
      3.1.6. Take initiatives on various aspects of public life, to make proposals to government agencies;
      3.1.7. Establish relations with national and foreign organizations, educational institutions and other entities, public law entities, as well as with foreign and Russian citizens to participate in the development and implementation of joint activities and projects;
      3.1.8. Join international associations, acquire rights and obligations corresponding to the status of international associations, support direct international contacts and relations, to conclude agreements of international and foreign character;
      3.1.9. To create permanent and temporary committees and working groups to carry out the functions, relating to jurisdiction of the Board;
      3.1.10. Founders (participants, members, shareholders) other legal entities in cases not prohibited by the laws of the Russian Federation;

 

   3.2. The Council must to do::

    3.2.1. Comply with the legislation of the Russian Federation, generally recognized principles and norms of international law concerning the scope of its activities, as well as standards set forth in this Charter;
      3.2.2. Publish an annual report on the use of the property or provide access to reference with the specified report;
      3.2.3. Annually to inform the branch of government that made the decision on state registration of the Council on the continuation of the Council with the actual location of the permanent governing body of the Council, the names of the Board, as well as data on the managers of the Council in the amount of information included in the unified state register of legal entities;
      3.2.4. On request of the decision-making body on state registration of public associations, the decision of the governing branches and officers of the Council, as well as annual and quarterly reports on the activities of the Council in the amount of information to be submitted to tax authorities;
      3.2.5. Allow representatives of the decision-making solutions on state registration of public associations, on the activities of the Council;
      3.2.6. Assist the representatives of decision-making body on state registration of public associations, to familiarize with the activities of the Council in connection with its statutory goals and compliance with the legislation of the Russian Federation;
      3.2.7. Inform the federal body of state registration of the amount received by the Council on international and foreign organizations, foreign citizens and stateless persons in cash and other assets, the purposes of their use and use and its actual expenditure or use the form and terms, what established by the Government of the Russian the Federation.
     3.2.8. Duties in accordance with the laws of the Russian Federation.

 

 IV. CONDITION AND THE ORDER OF ENTRY AND LOSS OF MEMBERSHIP

 4.1. Council members may be the rectors (leaders), the presidents of institutions of higher education St. Petersburg, regardless of legal form, the type and kind, departmental affiliation educational institution and the profile of training of specialists, and other individuals and legal entities - public associations, the goals and objectives of the Council and take part in its activities.
   4.2. The founders of of the Council are members of the Board since its inception.
   4.3. Adoption of Board members shall be decided by a permanent governing body of the Council - Bureau - based on the written request of the person who wants to become a member of the Board. With accession to the Council paid an entrance fee, the amount of which is determined by the Presidium.
   4.4. Denial of membership in the Council may be appealed to the General Meeting, whose decision is final.
   4.5. Member of the Board may at any time withdraw voluntarily from the Board by filing statement to that effect to the Presidency of the Council.
   4.6 Membership of the Council may be terminated by decision of the Presidium of the Council in the event of gross violation of the Board of its responsibilities under this Charter, or permanent non-participation in the ongoing activities of its Firmware without a valid reason.
   4.7 The decision to exclude a person from members of the Board may be appealed to the General Meeting of the Board, whose decision is final. In all cases of termination of membership admission and annual membership fees and other assets of the Council shall not be refunded.

 

 

V. LAW AND DUTIES OF MEMBERS OF THE BOARD
  5.1. Council members have the same rights and perform equal duties;
  5.2. Members of the Board may:
    - Participate in events held in by the Council;
    - Use of information, consulting, other services that Council provides its members within the main activities of the Council;
    - receive information relating to the activities of the Council and the state of his property, as well as the work of its governing bodies;
    - To elect and be elected to the governing and auditing of the Council;
    - To submit to the governing authority of the Council proposals on any matters within the scope of its activities;
    - Freely withdraw from membership of the Council;
    - To enjoy the protection of the Council, to receive legal, social, psychological, informational and other support to the Council in accordance with the laws of the Russian Federation;
    - other rights of the associated with membership in the Council, in accordance with the law and this Charter.
  5.3. Members of the Board shall:
    - To promote the aims and objectives of the Council, comply with the Charter of the Council;
    - timely to execute the instructions of the governing bodies of the Council and participate in the decisions of the General Assembly, the Presidency and the President of the Council;
    - To submit to the Board a one-time fee, and pay annual dues established by the Council in the manner and amount;
    - To actively assist the Board in fulfilling its statutory objectives, participate in the activities of the Council;
    - in their organization to comply strictly with the provisions of this Constitution and the decisions of the governing bodies of the Council;
    - Do not allow actions compromising the Council, its leaders and other members;
    - Not to disclose confidential information relating to the activities of the Council;
    - Carry out other duties in accordance with the laws of the Russian Federation, this Charter.
